Public Procurement
Kosovo utilizes a fully operational E-procurement system to ensure transparency and efficiency. The process is regulated by the Law on Public Procurement and overseen by the Public Procurement Regulatory Commission (PPRC).
- Procedures: Tenders are awarded based on the lowest price or the economically most advantageous tender.
- Review Body: The Procurement Review Body (PRB) acts as a quasi-judicial body to handle complaints from bidders.
Public-Private Partnerships (PPP)
Governed by Law No. 04/L-045, PPPs allow private partners to provide public services or infrastructure.
- Types: Contractual PPPs (concessions/public contracts) and Institutional PPPs (joint entities).
- Process: Projects must be approved by the PPP Committee (headed by the Minister of Finance) and typically undergo a competitive pre-selection and proposal process.
- Major Projects: Notable examples include the Pristina International Airport concession.
